si te habla de una persona o una sola cosa po es " is" si te habla de más de una cosa o mas personas pones "are" por ejemplo la 14) seria It is hot outside. it is not cold outside.

en el caso de la 12) te habla de más de una perosnas seria: Tommy, Steven and Teddy are acting in te school play.
