Rule 11. Activities directed at underwater cultural heritage will be carried out in accordance with the project plan approved by the competent authorities.
Regarding the project obtained, the approval of the competent authorities, the project plan will become a contract between the proponent and the authorities that will stipulate the commitment of the first to carry out the project in accordance with the provisions of said project. Failure to observe any provision of the project plan will be considered a breach of contract. It is the responsibility of the competent authorities to establish a system of penalties appropriate to the instruction and importance of this breach. This is one of the reasons why the project plan should have an emergency plan that establishes alternative procedures if unforeseen events arise.
Rule 12. If unforeseen discoveries are made or circumstances change, the project plan will be reviewed and amended with the approval of the appropriate authorities.
Study and planning carried out during project plan development will minimize the possibility of unforeseen circumstances or discoveries, be it a smaller-scale activity or a large research project with a large number of imponderables. The content of an archaeological site is not known until it is discovered, it is a fact inherent in archeology, but that does not prevent good planning of the project.
If circumstances change or unexpected discoveries are made they may be advisable apart from the original project plan. If so, the project manager is obliged to propose amendments to the project, advise the competent authorities and obtain their approval of the proposed modifications. In certain cases, it can go to the extreme of canceling or postponing the project until the necessary conditions are met to confidently face the new scientific challenges posed by unforeseen discoveries.
