I believe it's C. This is because it doesn't matter if it's singlular or plural, the variation of both of these depends on a different factor.

Example: An apple, A banana

Both of these are singular. However, they have different articles. The article that goes in front of the word depends on the first letter of the word. If it starts with a vowel, the article in front of it should be "An". However, if it starts with a consonant, it should start with an "A".
