Indeed, this phrase "The law must be stable, but fixed" is of the utmost importance for the improvement or perfection of the same, since with the advances of time, customs and the emergence of new technologies, its modernization is required in order not to fall into obsolescence and a wide legal gap that does not cover the new aspects of the same.

For example, some legislations do not indicate anything about digital or electronic documents or computer crimes, on the other hand, there are laws or regulations that indicate charges for amounts that became derisory with the devaluations of currencies in some countries, also nothing about nanotechnology or human cloning.
