If i had the oportunity to go to Tunja, i would definitely take some cozy clothes such as sweatshirts, long trousers, socks, and a coat. The weather in Tunja seems like it is usually cold, but as we can see the medium temperature is 13C*, so i would also take something short like a t-shirt or a top in case it is not as cold as usual
