Newton's first law of motion is that a object that is at rest will stay at rest until a force is applied. In the game of hockey the hockey puck will not move until a force is applied which would be the hockey sticks. Once the hockey stick hits the puck it will move if it does not hit the puck it will stay at rest.

The puck (hockey disc) is on a solid surface is kept at rest and when applying an external force that we are with the stick is no longer in a state of rest.
