Para formar el 'past continuous', también llamado 'past progressive', se deben usar los auxiliares 'WAS'/'WERE'  y la forma '-ing' del verbo principal.

Hay que elegir el auxiliar según el sujeto de la oración:  

• Sujeto: I, he, she, it -----------→ Auxiliar: WAS  

• Sujeto: we, you, they --------→ Auxiliar: WERE
