Su orden correcto es Sujeto + Verbo to be +verbo en ing + complemento.

He is eating an ice cream/ He is not eating an ice cream/ Is he eating an ice cream?

He is sleeping/ He isn't sleeping/ Is he sleeping?

They are cycling/ They aren't cycling/ Are they cycling?

She is running/ She isn't running/ Is she running?

They are meeting/ They aren't meeting/ Are they meeting?

Su orden en afirmativo seria Sujeto + Verbo to be + verbo en ing + complemento.

En negativo: Sujeto + verbo to be en negación ( Are not/ is not/ am not) + complemento.

En interrogación Verbo to be + Sujeto + complemento.
