The purpose of this article is to explore some considerations based on the criterion of pure economic efficiency, necessary to design an efficient public policy for the allocation of environmental assets of public interest. A version of the Fisher and Krutilla model is presented to study the problem of optimal allocation of natural resources under use conflicts between conservation and development. The model is applied to a case study to determine the highest and best use of an urban natural environment in Bogotá, Colombia. Under the scenarios of conservation-passive use, conservation-active use and partial development, the result indicates that the greatest and best use for the natural urban environment is that of conservation-passive use. This option reports a cost benefit indicator of 3.44 based on the estimate using the Contingent Valuation method of the non-marketable securities generated under this option. This information is most useful to those who make decisions about choosing the highest and best use for the natural environment.
